These are Arris BPB044S 8.4vdc 4400mAh Modem Battery Packs.  They typically contain 4 of the following 2200mAh cells:

 LGDAS31865  

 LGES318650 

ICR18650-22F

UR18650A 

Modem packs are great for harvesting 18650 cells as they typically have low cycles. To harvest the cells you have to crack packs open and extract the cells, you’ll have to cut and clean the nickel interconnects using snips.

Once the cells are out and clean you will have to test them using a charger like this.

The packs have 2200mAh cells in 2s2p config, making a 4400mAh pack.
